Richland Parish History
Richland Parish was created on September 29,1868 , from Ouachita, Carroll, Franklin and Morehouse Parishes.
The Parish seat is Rayville.
The first parishwide public library in the State of Louisiana was built in 1925 by the Lambda Kappa Club of Rayville. R.R. Rhymes donated the original building in memory of his wife, Nonnie Roark Rhymes.

Certain sections of land now in Richland Parish were included in the land grants of Baron de Bastrop de Maison Rouge, whose obligation it was to bring settlers into the area. These lands in Richland marked the eastern extremity of Batstrop's grant of over a million acres, which had made him the largest property holder in the Louisiana Territory.
