Payment Dropbox Installed at City Hall: A “Payment Dropbox” has been installed at the JFK Plaza entrance to City Hall for taxpayers who wish to make payments (checks and money orders only – PLEASE DO NOT SUBMIT CASH) directly to the City, though taxpayers can also make online or mail payments.
Individuals using the Dropbox should ensure that their payments are in a sealed envelope, contain a payment stub, and include the bill number, parcel ID, or other identifying information, including a phone number on their check.
Individuals can use the Dropbox to make Real Estate, Utility, Excise, Parking Ticket, or other payments.
On-Line Payment Information
The City of Lowell is excited to offer residents an easy and convenient additional method to view and pay for a variety of bills, services, and certificates online.
This is a transaction fee-based service, with the transaction fee(s) for any online bill/service/certificate payment assessed by a 3rd party merchant.
Two separate charges will appear on your credit card or checking account statement.
One charge will represent your bill/service/certificate payment and the other charge will represent your transaction fee; TRANSACTION FEES ARE NOT REFUNDABLE FOR ANY REASON.
Due to banking regulations, we can only accept U.S. credit cards, debit cards and checking accounts excluding Puerto Rico and the Virgin Islands.
In order to avoid interest or penalties, please process your payment prior to the close of business on the due date.
If you are using an electronic check, though the transaction may be approved, it still needs 3-5 day to clear.
Any rejected checks due to insufficient funds, incorrect account numbers, information, etc., may result in additional fees.
